Ethics commission cites Ruberto
 | | Ruberto hosts illegal endorsement press conference at City Hall | 03.JUL.08 The state ethics commission on Monday announced actions taken regarding investigations of Mayor James Ruberto.
The commission issued an official public education letter, but took no other punitive action, after concluding there is “reasonable cause” to believe Ruberto violated the state’s conflict of interest laws by using public resources for political campaigns.
Separately, the commission announced that it is pursuing action against Ruberto and former Boston Red Sox general manager Dan Duquette related to World Series tickets Ruberto purchased from Duquette while the two were negotiating a license to allow Duquette to use Wahconah Park for the Berkshire Dukes collegiate baseball team.

Licensing board members reacted skeptically to the plan this week, referring the matter to the city attorney for guidance as to whether the “automatic amusement devices” qualify as illegal gambling.

The Park Square popcorn wagon — a downtown fixture since 1910 — remains in storage.
“We have not put it out this year,” said Peter Lafayette, executive director of the Berkshire Bank Foundation, which owns the antique red wagon.
In recent years, the foundation has allowed Elder Services of Berkshire County to operate the wagon as a fundraiser. But the organization’s leaders decided that the wagon did not generate sufficient revenues to continue the project as a fundraiser. [more] | City targets capital needs

City councilors this week gave preliminary approval to Ruberto’s proposed $8.2 million capital budget for the fiscal year that begins July 1.
This Fiscal Year 2009 capital spending plan is separate from the proposed $126.8 million operating budget and will be funded through long-term borrowing.
“This capital budget continues to reflect our attempt to improve upon the history of deferred-maintenance policy,” said Ruberto. “It strongly reflects on bringing more and better streets and sidewalks into the neighborhoods.“ [more] |
